The Solid Waste Division of the Department of Natural Resources and Parks is seeking an experienced Public Records Officer to manage and ensure timely access to county records while maintaining their integrity, a high priority in King County. This role is essential for demonstrating our commitment to accountability and transparency to the public. The successful candidate will be responsible for effectively communicating these efforts.

About the Role:
This position will oversee the agency’s public records requests in accordance with the Public Records Act, RCW 42.56. This role involves thoroughly tracking, reviewing, and delivering each response accurately and completely to the requesting customers.
The Public Records Officer position demands top-notch customer service skills, attention to detail, the ability to manage multiple requests with competing deadlines, and a solid understanding of the Washington State Public Records Act, RCW 42.56. About the Team:
The King County Solid Waste Division (KCSWD) is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County. KCSWD is the lead King County Agency for delivering Zero Waste of Resources (ZWoR) goal for the region, which will reduce valuable materials sent to the landfill by up to 70%. KCSWD operates the Cedar Hills Regional Landfill, ten transfer facilities, nine closed landfills, and many programs to design out waste and pollution, keep products and materials in use and regenerate natural systems.

Job Duties

What You Will Be Doing:

  • Coordinate closely with division staff to gather responsive records and fulfill public records request in a timely manner to comply with the Public Records Act.
  • Ensure the division meets mandatory deadlines and other legal requirements including cataloging redactions and managing third-party notifications.
  • Work closely with the division’s Senior Public Records Officer to coordinate and process large, multi-agency records requests.
  • Use technology such as GovQA to track and process requests, and to interface with customers and requesters.
  • Coordinate and assist with staff training on public records request obligations. Coach staff on best practices in records management and response.
  • Consult on dispensation of archived records.
  • Other duties as assigned.
Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • Knowledge of the Washington State Public Records Act and at least two years of experience with public disclosure requests.
  • Prior public agency experience successfully overseeing the day-to-day management of public records requests and responses.
  • Familiarity and experience with the Washington State and King County retention schedules.
  • Exceptional organizational skills and a demonstrated ability to meet competing deadlines in a fast-paced environment while producing accurate work.
  • Ability to recognize potential risks associated with requests, and to appropriately escalate issues when necessary.

Supplemental Information

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically monthly. May be required to report to in-person meetings up to three times per quarter, or as business needs require. The typical reporting location would be at King Street Center in downtown Seattle, but there may be infrequent occasions when reporting to locations not accessible by transit could be required. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201S. Jackson St, Seattle, WA 98104).
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.
  • Work Schedule:This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
